Obama Wont' Use Nukes

So Obama has stated that he won't use nuclear weapons against those who don't already have them.
Is this his way of again telling the world, "See? The US aren't bad or evil people. We're like really civilized now that I'm in charge. The rest of the world will now love us 'cause we're all warm and cuddly and stuff."?

If this is what he's going for, and if this has always been his philosophy in life, it kinda begs the question: How often did little girls beat him up in school, pants him, magic marker his weenie, stuff him naked in his locker, and steal his lunch money?

I'm betting the answer is: Every single day.
